a) Spatial Strategy Plan
Spatial strategy plans are plans prepared to relate the country's development policies and regional development strategies at the spatial level and thus to concretize these issues as much as possible. In these plans, the economic and social potentials, goals, strategies, transportation relations and physical thresholds of the regional plans are taken into account, and in this way, underground and aboveground resources are brought into the economy; Spatial strategies are determined for the protection and development of natural, historical and cultural values, determination of residential areas and transportation systems, and direction of urban, social and technical infrastructure.
These plans, which establish a relationship between spatial policies and strategies on a sectoral basis, are prepared on 1/250,000, 1/500,000 or higher scale maps.
b) Environmental Plan
Environmental plan: These are plans in which basic geographical data such as forests, rivers, landscapes and agricultural lands are shown, and general land use decisions regarding sectors such as urban and rural settlement areas, development areas, industry, agriculture, tourism, transportation and energy are determined. If a spatial strategy plan has been prepared for the place where the environmental plan is prepared, the environmental plan is also prepared in accordance with the objectives and strategy decisions of these spatial strategy plans.
Environmental plans can be prepared at the regional, basin or provincial level using scale-appropriate representation on 1/50,000 or 1/100,000 scale maps and are made as a whole with plan notes and report.
c) Master Development Plan
In master development plans: General usage patterns of the lands in the region subject to the plan, distribution of potential future population density, development directions and sizes of urban and rural settlement areas, urban, social and technical infrastructure organization and transportation systems are shown. Master development plans are prepared as a whole, with plan notes and detailed reports on approved maps, at a scale of 1/5000, with the cadastral status processed, and at any scale between 1/5000 and 1/25000, as required in metropolitan municipalities. In addition, the master zoning plan forms the basis of the implementation zoning plans to be prepared at a scale of 1/1000.
The master development plan is the compass of how the city will look in the future and in which direction it will develop. Because after the master zoning plan arrangement is made, all that remains is to detail the city structure by making the implementation zoning plan. For this reason, master development plans are of great importance for investors.
d) Implementation Zoning Plan
Implementation development plans are development plans prepared by taking into account the conditions of the region subject to the plan, the general characteristics of the planning area, the intended use and possible needs of the buildings to be built, their accessibility, sustainability and environmental impacts. Implementation zoning plans include decisions regarding construction and implementation, as well as details necessary for implementation, and are prepared as a whole, with plan notes and a detailed report, on approved base maps at a scale of 1/1000, with the cadastral status also processed for places with existing cadastral status.
Implementation development plans are prepared in accordance with the principles and principles of master development plans. With the application development plan, building blocks related to the construction in the place subject to the plan, uses of the buildings, building order, building height, number of floors in floor area, number of floors in floor area or equivalent, building approach distance, front line, subdivision line, grade line, island separation. It includes line, vehicle, pedestrian and bicycle paths, transportation systems, parks and recreation areas, squares, urban, social and technical infrastructure areas.
